@Cyril Cohen how have the permissions been set on Zulip? Gitter did sync with github ones, so developers had the right access level; here I guess it is a separate issue?

Permission management is pretty limited on Zulip and indeed, they are disconnected from GitHub.
Basically, there are only two roles: admins and members.
It's a bit of a shame that we cannot have anything in between.
But fortunately, most common stuff can be done by members, so admin's intervention is rarely needed.
For instance, renaming topics can be done by any member. However, moving a topic between streams has to be done by an admin. I can check if that can be configured.

Indeed, I confirm that this cannot be configured. Permission configuration is very very limited.

Let's discuss this at the Coq Call if you want (as the same issue also applies to Discourse in fact).
